Richmond VA-Based Clachan Properties had big plans for the vacant Aurora Cotton Mill building, a designated Local Historic Landmark. They sought to breath new life into the 2.69 acre property at 0 E. Webb Ave. by converting it into 90 much-needed multifamily housing units.
But those plans are on hold. Clachan’s representative Ryan Moffitt (Vernon Law) requested rezoning the land from Heavy Industrial and General Business to Planned Development. This would allow the adaptive reuse vision to become a reality.
Instead, the project was continued to September 14, 2024 - postponing the decision another full year. The developer gave no reason for the lengthy delay.
Up to now, the rezoning request had received unanimous praise. The Planning and Zoning Commission voted 5-0 in favor back in May.

The Burlington community craves greater density. And this project delivers - unanimously approved by the Planning Commission and City Council. Engineer Chad Huffine represented an individual owner’s to rezone a 1.73 acre vacant property at 2165 Burch Bridge Road from Medium Density Residential (MDR) and High Density Residential (HDR) to fully High Density Residential (HDR).
The rezoning request received unanimous praise and positive feedback from the City Council.
There was no noted opposition from the community.
Council Member Kathy Hykes praised the request after the unanimous vote.
‟This rezoning helps promote a variety of housing choices for our residents. I'm glad we could approve it and add more housing capacity in this area.
The unanimous approval from Council and supportive statements from staff indicate the city is open to increasing housing density in areas designated as suburban residential.
