Artemio Carbajal, representing Henry Astul Segovia Crespo Phone: (336) 392-6707, is requesting to rezone a 1.4-acre property located at 0 Gilmer Street from Heavy Industrial to High-Density Residential. Crespo intends to build around three single-family houses on the property.

Commissioners asked for clarification on the Owner's plans and the implications of the High-Density Residential zoning, with one Commissioner questioning the need for this zoning classification if the applicant only plans to build single-family homes.

Commissioner Zec Nelson seemed skeptical of the need for HDR zoning if the current proposal was for just 3-4 single-family homes. In response, Staff explained that the proposed zoning allows for various housing types and uses without further rezoning requirements.

The Planning Staff recommended approval of the rezoning request, noting that the area is transitional between residential and industrial uses. They believe the change could provide needed housing stock and opportunities while complementing the character of the surrounding residential development.

Ultimately, the Planning and Zoning Commission unanimously approved a motion to recommend approval of the rezoning request, citing its consistency with the city's comprehensive plan and its compatibility with adjacent residential uses. The motion also stated that the request is reasonable and in the public interest, as it aligns with the comprehensive plan's goals and complements the area's character while allowing for additional infill residential housing.

A proposed annexation request in Burlington sparked a mix of reactions from residents and city leaders at a recent City Council meeting. The voluntary annexation petition, submitted by LeoTerra Greeson Development LLC, seeks to bring a 70-acre property located at 3843 Greeson Lane into the city limits to facilitate water and sewer connections for a planned 343-unit residential development.

Several members of the Small family, who own an adjacent farm, expressed strong opposition to the annexation. Wanda Small lamented:

We would like for it to not be annexed into the city limits. We are the small family farm right behind it and we're already seeing so much traffic. We're already seeing the farm where we cannot use it as a farm anymore.

We already had to come to the City to even be able to build a barn on the property and we just hate to see where all the farms are getting swallowed up.

Jerry Small raised concerns about access to their family's land, noting:

This is family land all around that property. The road in the middle of that property is our only easement to get to our property. So our problem is how will we get there if y'all put it in the city limits or if they block the road or they have to go in and mess with it when they build.

Tracy Small echoed these sentiments, emphasizing the farm's importance to their family.

Despite these objections, City Staff recommended approval of the annexation request. Planning director Jamie Lawson presented details of the proposal, explaining that it aligns with the city's future growth plans and an approved site plan for the residential development. Kat Lyons, representing the developer, argued that annexation would benefit the future homeowners and contribute positively to Burlington's growth and tax base.

Mayor Jim Butler reminded attendees that the hearing was narrowly focused on the annexation itself, separate from the broader development plan.

In the end, the City Council voted to approve the annexation request, citing the potential benefits of expanding the city's limits and tax base.
